Final Agenda

The public is welcome to the monthly meetings of the Campo/Lake Morena Planning Group, which is the County-sponsored link between the community and the County dealing with planning and land use.  Members of the public will be given the opportunity to speak regarding any item on the agenda.  In addition, during Public Discussion, members of the community will be given the opportunity to address other matters pertaining to groundwater issues in our area.  No action or vote may be taken on items not on the agenda.  The final agenda will be posted at the Campo Post Office, Cameron Corners Market, La Posta Diner and the Lake Morena Market 72 hours prior to the meeting.

a.      I had an email from Dr. Tim Ross of the State Dept. of Water Resources noting that he would get in contact with Jim Bennett of the County to see how he might work with them on groundwater in our Planning Area. No commitment yet on scope of effort.

b.      Additions to the Document Reference Sheet:

A.     Referred by Sid Fox, article on “Interbasin Groundwater Flow”.

B.     Referred by Larry Johnson, book on “Investigating Groundwater Systems …”.

c.      KPBS, Chan 15, is starting a series on Water. The first is on Climate Change and will air on 4/22/06 @ 6:30 p.m.

d.      Mike Connolly has a lead for a Grant.

VI.              DISCUSSIONS ABOUT THE GROUNDWATER SUBCOMITTEE MISSION STATEMENT: (20 min)

a.      Read the Mission Statement approved by the Planning Group.

A.     Note and discuss the major components of the Statement

B.     Note and discuss some of the possible key steps along the way. What would a rough time line look like?

C.     Note that flexibility, concentrated effort, attendance with active participation, open focused discussions, respect for others opinions and good communication will help move the effort along.

D.     Discuss the need for a Quorum, adding and removing people on the Subcommittee.

VII.            DISCUSSIONS ABOUT WORKING GROUPS (purpose, focus, who, what product, when, too many topics or not enough):

a.      Water Quality general discussion and development of a focused and supporting Mission Statement and members. (10 min) Possible vote.

b.      Legal Issues general discussion and development of a focused and supporting Mission Statement and members. (10 min)  Possible vote.

c.      Water Study Model and Data general discussion and development of a focused and supporting Mission Statement and members. (15 min)  Possible vote.

Local Planning Groups
     Planning groups act on behalf of their communities to advise the San Diego County Board of Supervisors in land use matters. While their votes are not considered final, they are often given great weight in final approval of projects and other land use decisions. 
     The groups also often act independently as conduits to the county for opinions about other matters, such as traffic safety or law enforcement problems.
     Planning group members are elected by their communities in regular elections.
     Sponsor groups serve the same function but are appointed by the board of supervisors, usually on the recommendation of the group.
     Both types of community planners must comply with public meeting laws, as must their subcommittees.

     Unless otherwise specified, it meets the 4th Monday of the month at the Mountain Empire Community Center, 976 Sheridan Rd. in Campo.
