Final Agenda

The public is welcome to the monthly meetings of the Campo/Lake Morena Planning Group, which is the County-sponsored link between the community and the County dealing with planning and land use.  Members of the public will be given the opportunity to speak regarding any item on the agenda.  In addition, during Public Discussion, members of the community will be given the opportunity to address other matters pertaining to land use issues in our area.  No action or vote may be taken on items not on the agenda.  The final agenda will be posted 72 hours prior to the meeting and may be found at the Campo Post Office, Cameron Corners Market, La Posta Diner and the Lake Morena Market.

APPROVAL OF MINUTES: Approve minutes for meetings of February 27, 2006 and March 27, 2006

At this time Item (a) under Old Business and item (a) under New Business will be heard our of order.

IV.                 CORRESPONDENCE AND ANNOUNCEMENTS:

a.       County of San Diego will be having tire recycling days on April 22nd and April 29th from 9 am to 2 pm.  On the 22nd the location will be at Ramona High School and on the 29th it will be at Bethel Christian Assembly in Alpine.  There will also be a Household hazardous Waste collection at Bethel Christian Assembly on April 29th from 9 am to 3 pm.  For more information call 1-877-713-2784.

b.       We have received a copy of the letter MERIT sent County regarding Campo Hills Project detailing the inconsistencies with the MUP and the actual commercial lot modifications with a suggestion they donate the remaining commercial lot, when built, to the Homemakers to be used for their Thrift Shop operation.

c.       The final presentation for a Children’s Village will be made to the community at our next meeting and a Board vote will follow.  The EIR public review period has now started and all comments and concerns must be into county by June 5, 2006 at 4:00 pm.  The county planner on this project is Devon Muto (858) 694-3016

VII.               OLD BUSINESS 

a.       KB Homes Commercial lot no. 63 – proposal to build a 4840 sq. foot building with a proposed use of a l-story retail shopping center.  At the present time County has found their AEIS to be incomplete per CEQA and have requested additional information. Continued discussion from prior month – possible vote  This item will be heard out of order following reading of the Minutes

b.        FYI – Doug Wright is appealing County’s denial of his application license for his property located at 31471 Highway 94.  The denial was based on the report from the Sheriff Department.  The denial was issued prior to our vote to deny on the 27th of March which they have now received

VIII.             NEW BUSINESS

a.       Judith Parmelee of Parmelee Architecture will give a brief presentatin on their concept for a proposed youth camp at the Optimist site on La Posta Road.  They are seeking direction from the community (15min)

Local Planning Groups
     Planning groups act on behalf of their communities to advise the San Diego County Board of Supervisors in land use matters. While their votes are not considered final, they are often given great weight in final approval of projects and other land use decisions. 
     The groups also often act independently as conduits to the county for opinions about other matters, such as traffic safety or law enforcement problems.
     Planning group members are elected by their communities in regular elections.
     Sponsor groups serve the same function but are appointed by the board of supervisors, usually on the recommendation of the group.
     Both types of community planners must comply with public meeting laws, as must their subcommittees.
