Final Agenda

The public is welcome to the monthly meetings of the Campo/Lake Morena Planning Group, which is the County-sponsored link between the community and the County dealing with planning and land use.  Members of the public will be given the opportunity to speak regarding any item on the agenda.  In addition, during Public Discussion, members of the community will be given the opportunity to address other matters pertaining to groundwater issues in our area.  No action or vote may be taken on items not on the agenda.  The final agenda will be posted at the Campo Post Office, Cameron Corners Market, La Posta Diner and the Lake Morena Market 72 hours prior to the meeting.

V.               CORRESPONDENCE AND ANNOUNCEMENTS:

a.      Some general status from Jim Bennett:

A.     He has attended a seminar on Fractured Rock Modeling in Las Vegas and it may aid his efforts in SD County.

B.     He has given the Mar. 13 status update on his modeling for our area. We will cover this later in this meeting.

C.     He will ask Rebecca Winans to check on the status of the Grant they have applied for to do a Template for a Groundwater Management Plan for SD County.

b.      I have talked to Marty Eslambolchi of SD County DPW about Grants and which Dept will be working with us. I have also sent him an Email to be forwarded to John Snyder on the topic. No response yet.

c.      I have made contact with Dr. Tim Ross of the Calif. Dept. of Water Resources, Southern District, and am trying to get them interested in a Groundwater Study in our area. More later.

a.      Mike and I attended the Annual Meeting of the Borrego Springs Water District in Borrego Springs on Feb. 22. They discussed their Groundwater Management Plan and the current status of the water table in their basin.

A.     A brief summary of the key points and handouts. (10 min)

b.      Video and handout from the Mar. 13 presentation by Jim Bennett on the “Status Update of GP2020 Comprehensive Groundwater Study”. Jim is focusing on the large project and will not make this presentation.

A.     General discussion to follow.

Local Planning Groups
     Planning groups act on behalf of their communities to advise the San Diego County Board of Supervisors in land use matters. While their votes are not considered final, they are often given great weight in final approval of projects and other land use decisions. 
     The groups also often act independently as conduits to the county for opinions about other matters, such as traffic safety or law enforcement problems.
     Planning group members are elected by their communities in regular elections.
     Sponsor groups serve the same function but are appointed by the board of supervisors, usually on the recommendation of the group.
     Both types of community planners must comply with public meeting laws, as must their subcommittees.

     Unless otherwise specified, it meets the 4th Monday of the month at the Mountain Empire Community Center, 976 Sheridan Rd. in Campo.
