Queen of Angels expansion

SAN DIEGO — The San Diego County Board of Supervisors
approved a Major Use Permit modification, which will allow for
the expansion of Queen of Angels Church in Alpine.
The supervisors' 5-0 vote Dec. 5 included amended
conditions from the Sept. 21 approval of the county's Planning
Commission. The Planning Commission's 4-0 vote was appealed,
although the appeal was later dropped.
In addition to the Major Use Permit modification, the
decision also approved a variance from the 35-foot height limit
to allow a 75-foot steeple dome and cross.
"This is good news," Supervisor Dianne Jacob said of
the approval of the church expansion.
Conditions include improving West Victoria Drive to a
one-half graded width of 30 feet or obtaining approval of a road
standard modification from the county's Department of Public
Works, and obtaining approval of a parking prohibition on West
Victoria Drive along the project frontage is also a potential
alternate condition.
The church will submit grading plans identifying the
placement of the church steeple for approval by the director of
the county's Department of Planning and Land Use, and parking
areas will use pervious pavement materials. All light fixtures
will be designed and adjusted to reflect light downward and away
from any adjacent road or premises, and the parking lot lights
will be no more than 15 feet high with timers that shut off the
lights by 9:30 p.m. on weeknights and 10:30 p.m. on Saturdays
and Sundays (exceptions are allowed for special events, Midnight
Mass, and sunrise services).
Queen of Angels is on an 8.67-acre parcel in the 2500
block of West Victoria Drive. The existing Major Use Permit,
granted in 1983, allowed a remodel to add on to the existing
church, Sunday School classroom, and related facilities and also
allowed a waiver from the 60-foot front setback requirement to
enable a front setback of 57 feet from the centerline of
Victoria Road. A minor deviation to the Major Use Permit was
approved in 1998 to add a modular classroom building to the east
of the church.
The Major Use Permit modification allows for the
addition of a new 16,120 square foot church, which would seat
740 parishioners, a 22,000 square foot hall, a 7,300 square foot
administrative building, 227 parking spaces, and two additional
entrances. The project would also include a social patio,
devotional gardens, and a gathering plaza. The approval also
allows for 14 temporary modular structures totaling
approximately 10,000 square feet for up to 10 years; those
structures would serve as a substitute hall until the permanent
parish hall is completed.
