PC grants Major Use
Permit for St. Adelaide

CAMPO — The county’s Planning Commission voted 7-0 Nov. 2 to
grant a Major Use Permit for the construction of buildings which
will be part of St. Adelaide Catholic Church in Campo.
The Major Use Permit will allow the religious assembly
use along with an elementary school on the 5.13-acre site. The
construction will be performed in three phases, and the total
building area will be approximately 22,800 square feet. The
project will also include 136 parking spaces, a 10,000 square
foot playground, a 1,786 square foot covered arcade, and
landscaping.
The Major Use Permit also grants a waiver to the
35-foot height limit to allow a steeple and cross which will
have a total height of 47 feet, 10 inches.
The site at the intersection of Sheridan Road and
Cluster Road was once part of Camp Lockett and was used for
stables and horse corrals. An environmental Mitigated Negative
Declaration includes securing 4.96 acres of sage brush scrub
habitat credit in a county-approved mitigation bank and a
monitoring and recovery program for the grading.
The church’s proximity to Sheridan Road and the San
Diego & Arizona Eastern railroad line, along with air
conditioners and mechanical ventilation, required noise impacts
mitigation, which will be met with attenuation enclosures placed
around significant noise sources and a noise barrier wall on the
north end of the playground east of the education and office
building. Public road access will be from Sheridan Road, and a
Transportation Impact Fee payment will mitigate cumulative
traffic impacts. Runoff mitigation includes the use of catch
basins within the schoolyard and landscaped areas to transport
runoff to storm drains.
Phase 1 will cover the construction and use of a 5,656
square foot multi-purpose room which will be used as a meeting
hall and a temporary worship space, the covered arcade, a 180
square foot trash enclosure, and the necessary infrastructure,
utility, parking, and landscaping work. Phase 2 will construct
and open a new 4,809 square foot sanctuary, which will include
the steeple and cross, and a 635 square foot covered lobby.
Phase 3 will build the new 12,159 square foot elementary school
building which will be used for kindergarten through sixth grade
education.
The church will have the capacity to hold up to 300
parishioners, and the elementary school will include nine
classrooms with capacity for 25 students each.
In August 2005 the Campo/Lake Morena Planning Group
voted 7-2 to recommend approval of the project.
