Blackwater withdraws plans for camp in Potrero  
     Blackwater has backed out of its plan to build a private military and law enforcement training camp on an 824-acre former chicken ranch in Potrero, adjacent to national forest and wilderness areas. CWA approves funding of recycled water retrofits  
     The San Diego County Water Authority board authorized an agreement with the Metropolitan Water District of Southern California to provide financial incentives to public agencies for modifying irrigation plumbing to accept recycled water. The SDCWA's Feb. 28 board approval authorizes an agreement that will pass incentive funding to participating CWA member agencies and the public agency customers of those member agencies...MORE
