Supervisors set hearing
for Alpine library site purchase

SAN DIEGO — A March 25 hearing has been
set for the approval of the County of San Diego’s purchase of
0.78 acres in Alpine for the construction of a new branch
library.
In addition to approving the hearing date during the
Feb. 26 meeting of the San Diego County Board of Supervisors,
the supervisors also established appropriations of $498,200 in
the Capital Outlay Fund for the Alpine branch library. The money
was transferred from the county’s general fund.
The site is located in the 1800 block of Alpine
Boulevard and is on a portion of a 7.72-acre parcel owned by
Alpine Community Center. In February 2003 the supervisors
approved an option agreement to purchase the 0.78-acre site.
That approval also included an initial option payment of
$12,800.
The county subsequently exercised two option
extensions, paying Alpine Community Center $12,000 for each
extension. The most recent extension agreement provides an
option expiration date of June 30, 2008.
The $36,800 already paid to Alpine Community Center
will be applied to the $510,000 purchase price, which was
determined by a mutually selected independent appraiser. The
county’s budgeted amount includes due diligence costs as well as
the purchase price.
The county currently leases a one-room facility on
Arnold Way. That library consists of 3,018 square feet and
currently houses or lends 24,446 volumes. The current library
has six public computer stations and does not have separate
meeting space for community groups, and parking is limited.
The new library, if specifications do not change from
the county’s unsuccessful grant application for state
Proposition 14 funds, would total 9,400 square feet and would
include a community room.
The estimated cost of construction is $5,153,000 and
when funds are identified for the construction county staff will
return to the Board of Supervisor for approval of that
appropriation.
