BOS okays Campo Community
Center playground contract

SAN DIEGO — The County of San Diego has
authorized the advertisement for bid and subsequent award of a
construction contract for the Mountain Empire Campo Community
Center playground project.
The San Diego County Board of Supervisors voted 5-0
Nov. 4 to authorize the construction contract, appropriate
$343,000 of Park Land Dedication Ordinance (PLDO) funding for
the project, and approve a finding of no environmental
significant impact.
“This project has been many years in the making, and
the community is going to be really thrilled,” said Supervisor
Dianne Jacob.
Phase I of the playground improvements will include a
junior playground, a tot lot with shade coverings, a small
parking area compliant with the Americans with Disabilities Act,
walkways, a drinking fountain, and landscaping. Future phases of
the project, which are not covered by the authorized contract
include a picnic area and pavilion, barbecues, and additional
landscaping.
The 2009-2010 annual funding plan for Community
Development Block Grant, HOME Investment Partnerships, Emergency
Shelter Grant, and Housing Opportunities for Persons with AIDS
programs expenditures was approved by the Board of Supervisors
on May 5.
In addition to allocating $1,845,701 of 2009-10 CDBG
funding to 20 projects in the unincorporated area, the plan also
reallocated CDBG funding from previous years for projects that
were cancelled or completed with funds remaining. The 2009-10
allocations provided $27,415 for the Campo Community Center
playground while an additional $82,085 for the playground was
funded by the reallocation of CDBG funding from previous years.
Once the County of San Diego received its 2009-10
Community Development Block Grant funds from the U.S. Department
of Housing and Urban Development, that money could be
appropriated into specific projects.
On Oct. 14 the San Diego County Board of Supervisors
voted 5-0 to appropriate $107,000 for the Mountain Empire Campo
Community Center playground and issued a California
Environmental Quality Act finding of no significant impact for
that project.
“We finally have enough to fund Phase I of this
playground,” Jacob said. “This playground in Campo is a long
time in coming.”
The Oct. 14 CDBG appropriations also allocated funding
for Live Oak Park in Fallbrook and for the future Clemmens Lane
Park in Fallbrook. “I’m really happy to see it go forward,” said
Brian Albright, the director of the county’s Department of Parks
and Recreation. “I think they’re all great projects in
communities that are all underserved.”
In September 2008 the Campo-Lake Morena Community
Planning Group voted unanimously to recommend the allocation of
PLDO funds for Phase I of the Mountain Empire Campo Community
Center playground project. PLDO fees are paid by developers to
fund park facilities in the development’s community.
The estimated cost of the construction contract,
including contingency, is $400,000. The remaining $50,000 will
be used for related project costs including inspection services
and project administration.
Construction of the Mountain Empire Campo Community
Center playground improvements is expected to begin in early
2010 and be complete during Summer 2010.
