Burn Dump remediation

The San Diego County Board of Supervisors voted 5-0 Sept. 16
to authorize the advertisement for bid and subsequent award of a
contract to perform permanent remediation measures for the
former Jacumba I and II Burn Dump site.
The work will consist of excavating burn debris,
hauling the debris to a permitted landfill, and refilling the
site with clean soil for proper drainage. The final grade will
be permanently stabilized using hydromulch with seed.
The Jacumba I and II Burn Dump was located east of
Carrizo Gorge Road along the north and south sides of Old
Highway 80. The county operated the burnsite until 1973.
Although the types of waste accepted at the former solid waste
disposal site are not listed in any documentation known to the
county, the majority of the waste likely consisted of
agricultural and residential waste.
The total burn debris at the combined sites is
estimated at 5,300 cubic yards.
In some cases a significant amount of cover soil over
the burn debris can be salvaged and used as backfill, but in
order to remove all traces of the debris effectively and leave
the site graded for proper drainage, a total estimated
excavation of 12,711 cubic yards will be required and an
estimated 6,955 yards will require removal and disposal to
ensure that all burn ash debris is captured.
In 2007 the California Integrated Waste Management
Board awarded a matching funds grant to the county for the
cleanup of the Jacumba I and II burn sites. The plans and
specifications for the remediation are now complete, and the
county has obtained temporary access rights to perform work on
the private property where the dump was located. The CIWMB grant
will provide
$383,600 of the total $767,200 cost while the county’s Inactive
Waste Site Management Fund will provide an additional $383,600.
The remediation work is expected to begin in December
2009 and be completed in April 2010.
